Present:  William R. Tice, Jr., Chair; Justin Romeo; Michael Tattersall.

Guest:  Charles Paige, CCTV.


1.  Meeting called to order at 7 p.m. at CCTV Inc., 50 Thoreau St Concord, MA (CCHS)

2.      Approved minutes (3-0) of April 13, 2009 with one correction.

3.      Mr. Paige described the services CCTV provides to Concord and Carlisle and the concept of Public, Educational and Government (PEG) access.  He reviewed broadcast content from Carlisle, i.e. live BoS meetings, other meetings as available.  He described the logistics of broadcast/recording meetings in Carlisle and that the only live broadcast capability in Carlisle was in the Clark Room in Town Hall.  He reviewed how CCTV provides equipment, training and facilities to townspeople for video production and editing.  He reviewed the type and nature of training offered by CCTV.  

        With Mr. Paige, the committee discussed ideas for negotiations with Comcast.  Included ideas are:
        a. Fiber connection from Carlisle Town Hall to Corey Auditorium to enable live broadcast of events, eg town meetings,   school events, etc
        b. Increase of the 5 of revenue given back to Carlisle.  Concord is at 4.5% and the maximum allowable is 5%.
        c. Cameras, lights, green screen, etc. to enhance educational coverage in Carlisle
        d. Backhaul Carlisle broadcasts to CCTV studio allow recording on station server. (Currently live signal from Carlisle is       send back to Comcast head end and not to CCTV studio as is done in Concord.)  

Mr. Tattersall felt that creating local educational capability for video creation might be of interest to Comcast.  

Mr. Romeo suggested a studio be considered for Highland Building which could be used by schools for educational purposes as well as the community.   Some examples are a sixth grade video project and daily news for the school.

Mr. Tattersall requested Comcast provide performance metrics for Carlisle.

4.      Mr. Paige led a tour of the CCTV facilities.

5.      The meeting adjourned at 8:15 p.m.  The next CAC meeting is scheduled for Monday June 15th at 7 p.m. at the Carlisle Town Hall.
