Carlisle Annual Town Meeting Approves FY26 Budget and Amends Town Administrator Bylaw
At the Annual Town Meeting held on May 18, 2025, 381 Carlisle voters participated and approved all 27 warrant articles, including the Fiscal Year 2026 operating budget and the adoption of a new Town Administrator Bylaw with one amendment.
Article 1 – Fiscal Year 2026 Budget:
Voters approved a total budget of $36,861,687, reflecting a 4.87% increase over FY25. The budget funds a wide range of town services, including education, public safety, and infrastructure.
Article 23 – Town Administrator Bylaw:
At the May 18 Annual Town Meeting, voters approved Article 23, adopting the proposed Town Administrator Bylaw, which outlines the duties and responsibilities of the Town Administrator and expands the role to include broader human resources authority. The Bylaw grants the Town Administrator the power to appoint and manage most municipal employees—excluding the Police Chief, Fire Chief, Town Clerk, Town Treasurer/Tax Collector, Town Counsel, and employees of the Carlisle Public Schools, Fire Department, and Gleason Public Library. One amendment was made on the floor to also exempt the Board of Health, meaning those employees will remain under the authority of the Board, not the Town Administrator.
Additional Highlights:
- Article 2: $1.28M approved for capital equipment
- Article 3: Additional $325K authorized for a new fire engine
- Article 18: Additional $694K authorized for Police Station Renovation Project
- Articles 24–27: All passed as presented, including revolving funds and CPA projects
